All stores will be open and many having sales. This is a business-oriented economy. No work means that they can get you in to spend money. :) Roads should be less busy in the city itself, except maybe in the afternoon on the major freeways when people are getting back from their weekend getaways.

The 405 will be very busy after 3PM with travelers coming home from ski trips.
And the 10. I was in horrible 3.5 hr traffic (for a 1.5 hr drive) on it just this past Sunday coming back from snowboarding around 5pm. Granted, the only reason was due to them fixing something in one lane which was apparently urgent enough to close 3 out of the 5 lanes on the 10 for hours on a Sunday afternoon.
